<p><P>PROBLEM TO BE SOLVED: To create a paper evaluation index which can evaluate each individual paper such that the evaluation is (1) usefully not represented by the number of citations received, (2) made before papers citing the paper are contributed and (3) independent of self-citation and cross-citation within a group. <P>SOLUTION: A paper evaluation index creation system used via the Internet obtains evaluations from evaluators of different attributes, including members of the society to which a paper has been contributed and those who have cited the paper.
