PROBLEM TO BE SOLVED: To provide a high water-absorbing polymer that is composed of an ionic group-containing cellulose derivative exhibiting all performance of amount of water absorption after centrifugal dehydration, a liquid-passage rate under pressure and a water absorption speed in good balance. SOLUTION: (1) The high water-absorbing polymer is one obtained by reacting an ionic group-containing cellulose derivative (A) with a water-soluble crosslinking agent (B) and has an average substitution degree of the ionic group-containing cellulose derivative (A) of≥1.1 and a viscosity in 1 mass% aqueous solution of the derivative of≥130 mPa s.
