PROBLEM TO BE SOLVED: To provide a tire rubber composition enabling low fuel consumption, abrasion resistance and on-ice grip performance to be improved with good balance; and to provide a studless tire (particularly a studless tire for a truck or bus) using the tire rubber composition in each member of the tire (particularly a tread). SOLUTION: The tire rubber composition contains silica having a CTAB specific surface area of≥180 m<SP>2</SP>/g and a BET specific surface area of≥185 m<SP>2</SP>/g and a silane coupling agent represented by formula (1), wherein R<SP>1</SP>represents a group represented by -O-(R<SP>5</SP>-O)<SB>m</SB>-R<SP>6</SP>(m R<SP>5</SP>s are the same or different and represent a branched or unbranched 1-30C divalent hydrocarbon group; R<SP>6</SP>represents branched or unbranched 1-30C alkyl, branched or unbranched 2-30C alkenyl, 6-30C aryl or 7-30C aralkyl; and m represents an integer of 1-30); R<SP>2</SP>and R<SP>3</SP>are the same or different and represent the same group as R<SP>1</SP>, branched or unbranched 1-12C alkyl or a group represented by -O-R<SP>7</SP>(R<SP>7</SP>represents H, branched or unbranched 1-30C alkyl, branched or unbranched 2-30C alkenyl, 6-30C aryl or 7-30C aralkyl); and R<SP>4</SP>represents branched or unbranched 1-30C alkylene.
