Provided are a radio relay station apparatus, a radio base station apparatus and a transmission power control method whereby the user throughput characteristic can be improved in an adaptive AF type relay transmission system. The transmission power control method comprises the steps of: receiving a downlink signal including relay information as to whether a mobile terminal apparatus performs a relay transmission; controlling the relay amplification factor during the relay transmission if the relay information indicates the performance of the relay transmission; and transmitting an uplink signal as amplified with the controlled relay amplification factor. The relay amplification factor is controlled such that the power density of a signal received by a radio base station apparatus from the mobile terminal apparatus, which has performed the relay transmission, via the radio relay station apparatus is substantially the same as in a case where the mobile terminal apparatus exists at the position of the radio relay station apparatus and transmits the signal without relay transmission.
