PROBLEM TO BE SOLVED: To provide an evaluation system having an evaluation index for quantitatively evaluating a skill and sensitivity, and automatically calculating a posture close to that of a human being. SOLUTION: The sensitivity and skill evaluation system is configured to estimate a muscle load of a user during operation by using a muscle and tendon framework model, and to evaluate the efficiency of the operation by using an evaluation index based on biological knowledge. The evaluation system is provided with: an operation posture determination part for determining the operation posture of an operation object; a tendon tension estimation part for estimating a tendon tension in the operation posture determined by the operation posture determination part from the muscle and tendon framework model; a muscle activity margin estimation part for estimating a muscle activity margin from the tendon tension of each tendon estimated by the tendon tension estimation part; and an evaluation value calculation part for setting a value such as a total value to be derived from the muscle activity margin of each tendon estimated by the muscle activity margin estimation part to the evaluation value of the operation posture.
