PROBLEM TO BE SOLVED: To improve effective availability of water resources while preventing freezing of water within a water flow passage. SOLUTION: When a temperature within the water flow passage 11 becomes a set temperature or lower, water is made to flow in the water flow passage 11 and is supplied to a bathtub 100 (s510-s540). Thus, when a certain temperature range causing freezing of the water within the water flow passage 11 (lower than +3°C in the embodiment) is set as the "set temperature", if freezing within the water flow passage 11 is predicted, freezing of the water present in the water flow passage 11 can be prevented by making water flow in the water flow passage 11. At this time, since the water in the water flow passage 11 is supplied to the bathtub 100, this can not only prevent breakage of the water flow passage 11 by preventing freezing but also achieve effective use of the water resource by storing the water made to flow in the bathtub 100.
