The device has two side notches (1) provided at each end of a hermaphrodite-shaped wires, where the wires authorize four utilization directions on a horizontal axis of the wire. Entry and exit of the wire are carried out through side notches. The side notches are constituted of two parts e.g. flexible plates (2) whose spacing is less than diameters of smallest wire used in agriculture. The plates serve as springs to permit entry of the wire when a person applies pressure on the wire.
