PROBLEM TO BE SOLVED: To provide such a system that provides various kinds of detailed information including weather information of a target place and its surrounding, the property of air, moving picture video in the target place or the like and collect highly accurate information earlier at the same place. SOLUTION: A portable telephone set integrated with various kinds of data collection sensors is attached to a tower or a pole, and it is positioned as an accessing site to meet the requirement of users. On the side of users that bidirectionally transmit/receive information data collected by the various kinds of sensors to/from a general data collection control center, a system function is provided that allows simultaneous access for collection and distribution of the latest information on demand.
