Disclosed are a method and device for frequency allocation in an environment where a primary licensing system is present. Embodiments of the present invention allow frequency resource management to be effected smoothly in a frequency environment where a primary licensing system is present, by using a plurality of frequency sets in which each sub-frequency resource is classified according to state of use. Further, embodiments of the present invention can reduce overheads for frequency sharing by giving priority to the allocation of relevant frequency resources when a frequency sharing system of the same kind is present.
