Disclosed is a mobile communication system wherein a mobile station (UE) transmits and receives signals to and from a wireless base station (eNB) using, at the same time, a first carrier in a frequency region (F1) and a second carrier in a frequency region (F2), which is a region of frequencies higher than those in the frequency region (F1), namely, disclosed is the mobile communication system that performs CA. The wireless base station (eNB) manages a cell (#11) wherein the first carrier is used, and a cell (#21) wherein the second carrier is used.
