PROBLEM TO BE SOLVED: To provide a security system for using a portable terminal to efficiently detect a base station in a system using the portable terminal and a stand-alone base station. SOLUTION: The stand-alone base station 100 includes: a receiving unit 103 receiving history information including the position information of a base station with which communication is performed just before from a plurality of portable terminals; a detection schedule control unit 106 for determining whether a new base station exists between the stand-alone base station and an adjacent base station on the basis of the position information of its own station, the position information of the adjacent base station and the position information included in the history information, and updating the position information of the adjacent base station; a detection schedule list generating unit 107 for generating a detection schedule list including a plurality of pieces of detection schedule information for allocating a standby state for detecting a base station to the portable terminals on the basis of distance information between the new base station and its own station and the number of divisions; and a transmitting unit 112 for transmitting the detection schedule information.
