<P>PROBLEM TO BE SOLVED: To provide a backlighting light device that prevents load variation even when a backing light scan driving is executed, and to provide an image display apparatus. <P>SOLUTION: The backlighting device includes: a light-emitting part (200) including a light-emitting means (210) for each of a plurality of light-emitting regions that are divided at least in a vertical direction and changing the light-emitting means to be a non-light-emitting state in the vertical direction in response to scanning of an image; and a driving part (300) including at least one or more driving means (310-340), each of which drives the light-emitting means.
