PROBLEM TO BE SOLVED: To determine whether a pixel is monochromatic or colored, more accurately than the prior arts. SOLUTION: A saturation calculating section 131 calculates a first saturation of a pixel P of interest to be determined and a second saturation of each of a plurality of peripheral pixels Q within a prescribed range around the pixel P of interest. A chromatic color determination processing section 137 determines a peripheral pixel Q having, as the second saturation, a saturation which exceeds a first threshold and has an absolute value of a difference from the first saturation being less than a second threshold. An achromatic color determination processing section 138 determines a peripheral pixel Q having, as the second saturation, a saturation which is less than a third threshold and has an absolute value of a difference from the first saturation being less than the second threshold. On the basis of a result of the determination by the chromatic color determination processing section 137 and a result of the determination by the achromatic color determination processing section 138, a count processing section 139 determines whether the pixel P of interest is a colored pixel or a monochromatic pixel.
