<p><P>PROBLEM TO BE SOLVED: To freely dispose an RF connector for high frequency electric wiring of the LN waveguide in a package and to restrain crosstalk of the high frequency electric wiring in an optical modulator including a PLC waveguide and an LN waveguide. <P>SOLUTION: The optical modulator 100 includes a PLC-LN waveguide 110, a package 120 surrounding the PLC-LN waveguide 110, a high frequency (RF) connector 121 provided in the package 120, and high frequency electric wiring 130 between the RF connector 121 and a high frequency electrode 111A of an LN waveguide 111 constituting the PLC-LN waveguide 110. A flexible wiring substrate (FPC) is used as the high frequency electric wiring 130 in the optical modulator 100. The FPC includes copper wiring formed on a substrate of a polyimide, a liquid crystal polymer (LCP), and the like.
