PROBLEM TO BE SOLVED: To provide a message transmitting apparatus capable of distributing a message while individually specifying a receiving apparatus from a broadcasting entrepreneur even without using an IC card. SOLUTION: A message transmitting apparatus 1G includes: an individual identifier registering unit 192C for writing and storing in an identifier storage unit 14B an individual identifier for identifying a message receiving apparatus; a designated identifier acquiring unit 21 for acquiring from an identifier management device a designated identifier generated at the side of a broadcasting entrepreneur with respect to the individual identifier, writing and storing the designated identifier in the identifier storage unit 14B; and a designated identifier notification generating unit 162 for generating and transmitting as an individual message a designated identifier notification with the individual identifier as a destination and a designated identifier corresponding to the individual identifier as contents. After the designated identifier notification is transmitted to the message receiving apparatus, an individual message generating unit 16B generates an individual message with the designated identifier as a destination.
