PROBLEM TO BE SOLVED: To provide a paper enclosing device that can detect whether front-and-back surfaces and forward-and-backward directions of an envelope for enclosing paper therein is suitable for the inclusion, without requiring a complicated and expensive means or troublesome man-hour. SOLUTION: A paper enclosing device 1 includes an envelope feeder 16 for supplying an envelope E in a predetermined posture to a predetermined position, an air nozzle 20 for injecting air into an enclosing port 18 of the envelope at the predetermined position to open the envelope, and a detector 21 for detecting that the enclosing port of the envelope is opened. When the envelope is not correctly arranged, for example, the forward-and-backward directions of the envelope is opposite, the enclosing port cannot be opened by the air, and thereby the incorrect arrangement of the envelope can be detected by an output of the detector.
