PURPOSE: A user terminal, a frame transmitting/receiving method and a frame transmission method by using wireless resource are provided not to influence a control frame and a data frame each other. CONSTITUTION: A first layer management unit(220) requests the wireless resource assignment if an application becomes. The first layer management unit is allocated a control wireless resource for the control frame and a data wireless resource for a data frame by replying a request. A second layer control unit(230) transmits the data frame and the control frame to the base station by using an allocated control wireless resources and allocated wireless resource.
