PROBLEM TO BE SOLVED: To provide a butt splicing device and a butt splicing method joining respective ends of an old web and a new web for continuously supplying a web of a knit material or the like having flexibility. SOLUTION: In the butt splicing device and the butt splicing method, a web pressing tool included in a cutting work bench is composed of a new web pressing tool pressing down a new web onto the cutting work bench after drawing out the new web onto the cutting work bench from a web roll and providing a state with no elongation or contraction in the web on a face of the cutting work bench, and an old web pressing tool pressing down an old web and the new web onto the cutting work bench after stopping running of the old web and providing a state with no elongation or contraction in the old web.
