<p><P>PROBLEM TO BE SOLVED: To provide a floor heating controller, etc. capable of efficiently warming two floor heating zones with low electric capacity in a floor heating system. <P>SOLUTION: The floor heating controller 5 applies current to a heater 6 during first continuous current carrying time TPON after operation of the floor heating system 1 is started. After the first continuous current carrying, the floor heating controller 5 performs first pattern current carrying. In the first pattern current carrying, first, current carrying to a heater 8 is turned on and current carrying to the heater 6 is turned off during time TPPN2 when the heater 8 is turned on, and then, current carrying to the heater 6 is turned on and current carrying to the heater 8 is turned off during time TPPN1 when the heater 6 is turned on.
