PROBLEM TO BE SOLVED: To increase reliability of a fixing device and an image forming apparatus with a simple configuration. SOLUTION: The fixing device includes a heating member 118e that heats a recording member, a pressure member 118d that contacts the heating member in a tensioned condition, and a heat radiation member that contacts the pressure member and radiates heat from the pressure member. A voltage of the same polarity as the charge polarity of a developer is impressed to the heat radiation member by a voltage impressing means 118g that impresses a voltage to the heat radiation member to alleviate the sticking of the developer to the heat radiation member 118f. The heat radiation member 118f is caused to have a heat radiation effect only, thereby suppressing the scattering or reverse flow of the developer from the heat radiation member, which has been a problem with the kind of a heat radiation member that collects the developer.
