PROBLEM TO BE SOLVED: To provide a constant velocity universal joint and a steering device which can be assembled without forming any impression inside a constant velocity universal joint even in an assembly state when assembling a female hole fitting member in an outside joint member by plastic joint. SOLUTION: A constant velocity universal joint has a preload means S for filling clearances between balls 80 and ball grooves 55, 62. An outside joint member 50 includes a mouse part 51 and a stem part 52 projected from a bottom part of the mouse 51. A male spline 52a for plastic joint which is formed in the stem 52 is pressed in a hole part 101a in a female hole fitting member 100. A press-in force onto the female hole fitting member 100 of the male spline 52a is a press-in force not utilizing an inside component N containing an inside joint member 60, a torque transmission ball 80, cage 82 and a preload means S.
