PROBLEM TO BE SOLVED: To provide a video recording/playing-back device and a video recording/playing-back method, capable of displaying a final video of video data without increasing a processing burden when recording the video data. SOLUTION: The video recording/playing-back device 1 includes: a partial stream buffer 150 for accumulating a part of the video data in order of playback time; a stream write-in section 170 for writing a part of the video data which are accumulated in the partial stream buffer 150, into video recording media 193 successively as a video recording data 193a; a stream analysis section 160 for analyzing a stored address of a frame included in a part of the video data by analyzing a part of the video data being accumulated in the partial stream buffer 150 after the video recording data 193a are written into the video recording media 193 by the stream write-in section 170; and a search table creating section 101 for creating a search table 100 including the stored address analyzed by the stream analysis section 160.
