PROBLEM TO BE SOLVED: To provide a message transmitter which can individually specify a receiver from a broadcaster and can distribute messages, without using an IC card.

SOLUTION: The message transmitter 1C includes an identifier registering means 19 of inputting an individual identifier for identifying a message receiver from outside, and writing and storing the identifier in an identifier storage means 14, and an individual message generating means 16 generates an individual message with the individual identifier stored in the identifier storage means 14 as the address.
