PURPOSE: A heating element and a method for manufacturing the same are provided to form a conductivity heating line pattern by using a Voronoi diagram generator, thereby minimizing the side effect by diffraction and interference of light. CONSTITUTION: An adhesive layer is equipped in the single-side of a transparent substrate. A conductivity heating line is equipped on the adhesive layer. A coating film encapsulates the upper side of the adhesive layer which is not covered with a heating line and the conductivity heating line. A bus bar is electrically connected to the conductivity heating line. A power supply unit is connected to the bus bar.
