PURPOSE: An embossed plastic bag and a manufacturing method and device thereof are provided to reduce manufacturing costs by reducing errors which are generated in a plastic bag stacking process. CONSTITUTION: A manufacturing method of an embossed plastic bag is as follows. A tubular plastic bag material sheet(10) is put into an embossing forming device through a transfer roller(24) and a pressure roller(22). A drawing angle of the plastic bag material sheet is controlled in order to locate fixed patterns on the side part of the plastic bag. Air is inserted in the tubular plastic bag material sheet. The embossing patterns are formed in one side of the plastic bag by passing the tubular plastic bag material sheet between the first and second embossing rollers(50,80) and first and second forming rollers(60,90). The tubular plastic bag material sheet is exhausted through the transfer roller.
