PROBLEM TO BE SOLVED: To provide an image forming apparatus that suppresses the occurrence of image failure by using a brush member for securely scattering secondary transfer residual toner uniformly while suppressing excessive charging of secondary transfer residual toner and insufficient charging thereof. SOLUTION: A charging member for charging secondary transfer residual toner T on an intermediate transfer belt 10 is a brush member 16 formed from composite conductive fiber 16a having an insulating portion 16b and a conductive portion 16c.
