PROBLEM TO BE SOLVED: To provide a piezoelectric fan which is improved in cooling capability by improving the ventilating property to a heat dissipating fin in addition to the air blowing capability of a blade, and to provide a cooling device using the piezoelectric fan. SOLUTION: A vibrating plate 111 includes a piezoelectric element 112 attached to the middle portion thereof, and is bent at a resonance frequency by expanding and contracting the piezoelectric element 112. The vibrating plate 111 has a shape in which both sides of the attachment position of the piezoelectric element 112 is removed at the middle portion. The vibrating plate 111 includes seven blades 141-147 formed in positions anterior to the attachment position of the piezoelectric element 112, the blades swinging by bending the vibrating plate. The seven blades 141-147 of the vibrating plate 111 are bent toward the grooves between heat dissipating fins 22. The rear end of the vibrating plate 111 is fixed with screws 115 to the upper portion of the heat sink 20 through a supporting plate 113 in a state where the seven blades 141-147 are inserted respectively into the grooves between the heat dissipating fins 22 of the heat sink 20 and cutout portions 118 are located above the grooves between the heat dissipating fins 22.
