PROBLEM TO BE SOLVED: To provide an electrifying device preventing transfer paper on which an abnormal solid image is formed from being output by detecting, with simple constitution, that an electrifying roller is separated from a photoreceptor; and to provided a process cartridge and an image forming apparatus. SOLUTION: The electrifying device m1 including an electrifying member 2 uniformly electrifying the photoreceptor by abutting on the photoreceptor 1, further includes an electrode 60 which does not come into contact with the electrifying member 2 when the electrifying member 2 abuts on the photoreceptor 1, but comes into contact with the electrifying member when the electrifying member 2 is separated from the photoreceptor 1, so that the electrifying device promptly detect that abnormal electrification is caused and outputs such an effect.
