PROBLEM TO BE SOLVED: To generate a code at a high speed by efficiently transferring data such as parameters. SOLUTION: An apparatus for automatically creating a program includes an input unit which inputs graphical information for storage in a storage device as graphical format data, and a code generation unit which converts the information to a text program by using graphical format data and attribute data of graphics. In conversion to the text program, the code generation unit collectively obtains the graphical format data and the attribute data of the graphics required for the conversion, from the input unit.
