<P>PROBLEM TO BE SOLVED: To minimize power consumption, and to achieve immediate data report as much as possible. <P>SOLUTION: A radio area evaluation device selects one of a plurality of kinds of radio communication systems, and reports information indicating radio quality of each radio communication system to a radio area evaluation managing device. The radio area evaluation device includes: a radio communication system situation monitoring unit 34 for acquiring the information indicating the radio quality of each radio communication system; a report importance determination unit 32 for determining importance for reporting the acquired information; a remaining power monitoring unit 33 for monitoring currently remaining power; an up link selection policy selection unit 35 for selecting a policy for selecting the radio communication system used by an up link, based on the determined importance and the currently remaining power; a data report completion remaining power prediction unit 37 for predicting the remaining power after reporting the information; and an up link selection unit 38 for selecting the radio communication system used by the up link, based on the selected policy and the predicted remaining power. <P>COPYRIGHT: (C)2011,JPO&INPIT |
