PROBLEM TO BE SOLVED: To overcome a problem that desired contact of a fin collar and a flat heat transfer tube can not be achieved due to the generation of warpage of not only the fin collar but also a fin base face, when the flat heat transfer tube presses and opens the fin collar. SOLUTION: Notched heat transfer tube inserting sections 2 are disposed at prescribed intervals in the longitudinal direction of a band plate-shaped plate fin 1 while being opened to the fin base end section of the plate fin 1 on one end side and closed on the other end side, the fin collars 7 of the shape following the outer peripheral sections of the flat heat transfer tubes 4 are disposed on the heat transfer tube inserting sections 2 along the peripheral edge sections of the heat transfer tube inserting sections 2, and the thickness of a fin collar base section 10 of the fin collar 7 is thinner than that of the fin base face 1a of the plate fin 1.
