PURPOSE: A cooking and heating device having a temperature control layer is provided to not burned the food although heated with the high heat, since the temperature of the cooking and heating device does not increase over 360 degree with a temperature control layer. CONSTITUTION: The cooking and heating device includes a heating portion for cooking foods. The temperature control layers(20,30) are formed in a side of the upper heating part. The temperature control layer contains expendable graphite. The temperature control layer is formed by mixing the expandable graphite and frit system ceramic material with the weight percent of 10:1~10:3.
