PURPOSE: A short message processing system, an apparatus, and a method thereof are provided to efficiently process the short message incoming for 3G new subscriber having 010 number of 2G. CONSTITUTION: A short message service apparatus(400) receives a number move response including the network attribute message of a received terminal. A SMSC(Short Message Service Center)(130) receives a SUBMIT message including the network attribute message from the short message service apparatus. The SMSC requests the location information of the received terminal to the HLR(Home Location Register) corresponding to the network attribute message of the received SUBMIT message. The SMSC transmits the short message to the received terminal based on the location information of the received terminal received from the HLR.
