PURPOSE: A solar cell and a manufacturing method thereof are provided to improve a step coverage property by controlling the thickness of a metal electrode. CONSTITUTION: A photo electrode layer(22) is formed on a bottom substrate. A metal electrode layer is planarized and formed on the photo electrode layer. An opposite electrode and a platinum layer are formed on a top substrate. The top substrate is bonded with the bottom substrate to make the photo electrode layer face the counter electrode. An electrolyte solution(27) is filled between the top substrate and the bottom substrate. The thickness(t2) of a metal electrode layer from the surface of the bottom substrate is thicker than the thickness(t1) of a photo electrode layer from the surface of the bottom substrate.
