PURPOSE: A method for controlling and transmitting the bit rate of visual radio contents in a T-DMB system and a relay and a relay method for disaster broadcasting using the same are provided to effectively offer a disaster broadcasting service in an emergent state in an area such as a tunnel or a subway through a T-DMB relay.
