The embodiments of the present invention provide a Local Breakout (LBO) processing method in Interworking Proxy (IWP) scenario. The method includes: judging whether the roaming scenario is LBO or not; if the roaming scenario is LBO, sending a Policy Control and Charging (PCC) request to a home Policy Charging Rule Function (hPCRF); receiving a PCC response message returned by the hPCRF, and forwarding the PCC response message. Correspondingly, the embodiments of the present invention also provide a network entity and communication system.
