PROBLEM TO BE SOLVED: To provide a neutralizing agent without the risk of water resistance decline due to the neutralizing agent in an aqueous resin composition. SOLUTION: The aqueous resin composition includes an aqueous resin having a carboxyl group and an alkanolamine having a 200 to 300°C boiling point for neutralizing the carboxyl group of the resin.
