PROBLEM TO BE SOLVED: To provide non-vinyl chloride-based wallpaper which has a high surface strength and excellent flame retardancy. SOLUTION: A wallpaper sequentially having at least a foamed resin layer, a pattern layer and a surface-protecting layer on a fibrous substrate sheet is provided, which wallpaper is characterized by the followings: (1) an inorganic filler except a colored pigment is contained in the foamed resin layer in an amount of 10-70 wt.%; (2) the maximum thickness of the wallpaper excluding the substrate sheet is≥0.4 mm; (3) the thickness of the surface-protecting layer is≥0.02 mm; and (4) a total calorific value for 10 min in a state that the wallpaper is laminated to a semi-nonflammable gypsum board substrate with a starch-based paste in a solid content of≥60 g/m<SP>2</SP>according to ISO 5660 cone calorimeter method is≤8 MJ/m<SP>2</SP>.
