PROBLEM TO BE SOLVED: To provide a water-soluble acrylic modified epoxy ester resin composition excellent in corrosion resistance, water resistance, drying property, water repellency, and water dispersibility; and a method of producing the water-soluble acrylic modified epoxy ester resin composition. SOLUTION: The water-soluble acrylic modified epoxy ester resin composition comprises: a neutralization product which is prepared by adding a vinyl monomer and a second fatty acid having a double bond in the molecule to an epoxy ester compound prepared by an esterification reaction of an epoxy resin and a first fatty acid having an unsaturated bond in the molecule, polymerizing the mixture, and neutralizing the polymerization product with a basic neutralization agent; and water.
