A module-row deciding block decides on a module row comprising at least one of a plurality of control application modules each having a different network control function. Here, attachment data prepared at each control application module are used. The attachment data indicates operating parameters re-written or consulted during an operation decided by means of the corresponding control application module. The module-row deciding block consults each set of attachment data and decides on a module row of which the consistency is guaranteed. A scheduling block executes the module rows in order, and generates a single set of entry-setting data indicating a series of operations corresponding to a series of network control functions. |
