PURPOSE: A handover processing apparatus and method thereof in a mobile communication system are provided to increase service quality and to increase the performance of a system in a mobile communication system. CONSTITUTION: A handover determining unit(310) gives the set weighted value according to a cell determination parameter. A cell selection control unit(320) determines the importance of a cell determination parameter based on the given weighted value. The cell selection control unit generates cell selection information in order to select a cell. A handover execution unit(340) executes handover of the mobile terminal based on the cell selection information.
