The device has a holder profile (40) rotatably mounted on holder profile housing (10) over a hinge bearing (20). A braking assembly includes a braking sensor and a brake actuator i.e. frictionally engaged traction mechanism drive, designed as a drive terminating brake and power brake. The sensor includes a locking lever and/or release lever (31), and a member of the sensor acts on the locking mechanism and/or release mechanism (30) in the form of a switching mechanism (32) that acts on the actuator using a power transferring unit i.e. frictionally engaged traction mechanism.
