PROBLEM TO BE SOLVED: To provide an art annihilating Escherichia coli or virus or inhibiting the proliferation thereof and greatly contributing to a food field, a medical field, a health field, a cosmetic field, a washing field and the like. SOLUTION: Microbubbles are brought into contact with or brought close to Escherichia coli or the virus to annihilate the Escherichia coli or virus or to inhibit the proliferation thereof. The microbubble is an air bubble to be contracted after the generation, and has the diameter of 10-30μm at the generation and a peak of a negative electric potential of -100 to -40 mv.
