PROBLEM TO BE SOLVED: To provide a cutting device and image forming apparatus that prevent degradation of sheet discharge quality such as folding, bending or the like of a sheet that is caused by falling of a cut sheet in an oblique state. SOLUTION: The cutting device cuts the sheet 1 with a cutting means 4 after carrying the sheet 1, which is supported by a discharge member 3, at a prescribed amount of length, while unrolling the sheet 1 that is rolled in a roll shape. The cutting device includes an auxiliary means 6 that imparts a force for preventing a rotation of the sheet 1, which occurs when cutting the sheet that is not supported by the discharge member 3, after completion of carrying of the sheet 1 at least in the starting side of cutting of the sheet.
