Provided is a video coding device and a video decoding device which are capable of efficiently compressing a video without reducing accuracy of a motion vector prediction even in a scene in which a motion vector changes between pictures due to the existence of acceleration or the like. The video coding device is provided with a prediction motion vector calculation means for calculating a prediction motion vector (temporal axis prediction motion vector or spatial axis prediction motion vector) of a picture to be coded, on the basis of the motion vector of two reference pictures before and after the picture to be coded. The video decoding device is provided with a prediction motion vector calculation means for calculating a prediction motion vector of a picture to be decoded, on the basis of the motion vector of two reference pictures before and after the picture to be decoded.
