PROBLEM TO BE SOLVED: To provide an apparatus and a method for producing a pipe having grooved inner surface by which the productivity of highly accurate pipe having grooved inner surface is improved. SOLUTION: The apparatus 1 for producing a pipe having grooved inner surface includes: a diameter reducing device 20 for reducing the diameter of the pipe stock 101; a grooving device 40 for applying grooving to the inside of the diameter reduced pipe 102 the diameter of which is reduced; and a winding drum 60 with which the pipe 104 having grooved inner surface is pulled out in this order from the upstream side, and an assistant feeding device 30 for assisting the feeding of the diameter reduced pipe 102 toward the grooving device 40 is provided between the diameter reducing device 20 and the grooving device 40. Further, the diameter reducing device 20 and the assistant feeding device 30 are fixed and an upstream movable table 82 which is relatively movable to the grooving device 40 in parallel to the pulling-out direction of the winding drum 60 is provided and an upstream load detector 92 for detecting the load in the relatively moving direction, which is loaded to the upstream movable table 82 when the upstream movable table 82 is moved relatively to the grooving device 40 is provided.
