PROBLEM TO BE SOLVED: To provide a rubber composition for a lower bead filler of a tire having a high elastic modulus, low heat buildup properties and excellent flexural fatigue resistance, and to provide a pneumatic tire using the same. SOLUTION: The rubber composition for a lower bead filler of a tire is produced by blending 100 pts.mass of a diene-based rubber with 60-85 pts.mass of carbon black having a nitrogen adsorption specific surface area (N<SB>2</SB>SA) of 60-110 m<SP>2</SP>/g, 3-15 pts.mass of ultrahigh molecular weight polyethylene having a molecular weight of 1,000,000-4,000,000, and 0.5-7 pts.mass of at least one resin selected from p-octylphenol resin, modified gum rosin, 1,3-pentadiene resin and dicyclopentadiene resin.
