PURPOSE: A brain wave generation device and a brain wave generation method are provided to enable a user to induce brain wave according to each situation. CONSTITUTION: A brain wave generation device comprises: a mode input part(110) in which a usage mode is input; a brain wave measurement control part(120) which measures the brain wave of a user and generates a control signal when a measurement brain wave is not included within the range of frequency band of a normal brain wave by comparing the measurement brain wave and normal brain wave; a brain wave generating part(130) generating a normal brain wave; and an output unit(140) transferring the created normal brain wave to a user.
