PURPOSE: A polymer actuator with graphene and a manufacturing method thereof are provided to prevent backward movement of ions, thereby increasing the actuating power of the polymer actuator. CONSTITUTION: A polymer actuator comprises an ion conductive polymer film(10), a metal electrode(20), and graphene. A metal electrode is formed on both sides of the ion conductive polymer film. Graphene is dispersed in the ion conductive polymer film. The metal electrode includes platinum or gold and the thickness range of 5 to 10 micro meters. Graphene is dispersed within the ion conductive polymer film.
