PURPOSE: A camera, video conference device, and video conference method are provided to implement the transmission of a text in a conference system without having a data communication function. CONSTITUTION: A pickup unit(73) photographs a subject and generates a photographed image signal. A text input unit inputs the text. An OSD generator generates an OSD image. A mixer synthesizes the camera image signal. An output unit(190) outputs the synthesized camera image signal. The OSD image includes a character string.
